AER and Grupo Soledad to Present Spanish ELT Management Model in Mexico

Salvador Pérez Lucena, President of the Asociación Española de Neumáticos Reciclados (AER) and Global Chief Sales Officer (Industrial Division) of Grupo Soledad, is scheduled to speak at the first Annual Rubber Sector Meeting. Organised by the Cámara Nacional de la Industria Hulera (CNIH), the event will take place on Monday, 16 February, at the Club de Industriales in Polanco, Mexico City.

Pérez Lucena’s presentation, titled “The Spanish ELT Management Model and its Replicability in Mexico,” arrives during a significant period of regulatory evolution in Mexico aimed at accelerating the circular economy. The session will focus on structuring end-of-life tyre (ELT) management systems that are executable, traceable, and financially sustainable.

The presentation will cover the complete tyre life cycle, from market entry and the service phase to the collection, sorting, and treatment of ELTs. It will incorporate primary recovery routes, including preparation for reuse, material recycling, and recovery in end-use applications, all supported by control and verification processes.

Furthermore, Pérez Lucena will highlight the role of associative models based on Extended Producer Responsibility. This includes the Collective Systems (SCRAP) framework, citing TNU as an example of a collective system formed by importers to consolidate obligations, fund management, ensure traceability, and guarantee verifiable targets through a stable, auditable sectoral structure.

In parallel, Pérez Lucena will present Grupo Soledad as an integrated actor across the tyre life cycle. The group combines complementary capabilities within a single ecosystem, transitioning from market placement to industrial circularity. Specifically, Grupo Soledad operates as an importer, distributor, and service centre network, while integrating retreading, collection, and ELT recovery capabilities. This approach is completed by manufacturing high-value-added products from ELT-derived raw materials, thereby closing the loop with operational discipline and industrial continuity.

Within this integrated structure, Recycla serves as a specialised industrial platform for ELTs. The company provides the technical and operational capacity to transform end-of-life tyres into valuable materials for end-use applications, converting an environmental challenge into a robust industrial chain.

The meeting will also feature contributions from Jonathan Heath, Sub-Governor of the Banco de México, and Jaime Zabludovsky Kúper, Executive Vice President and founding partner of IQOM Inteligencia Comercial.
