European Commission Imposes Definitive Anti-Dumping Duties on Chinese Passenger and Light Commercial Vehicle Tyres

Asociación Nacional de Distribuidores e Importadores de Neumáticos (ADINE), which represents more than 80% of the tyre distribution and import sector in Spain, has released details of the new EU definitive anti-dumping duties ranging between 4.3% and 45.3%, depending on the manufacturer, will apply to imports of new pneumatic rubber tyres for passenger cars and light commercial vehicles originating in the People’s Republic of China, following the publication of Commission Implementing Regulation (EU) 2026/1540 in the Official Journal of the European Union.

New Measures for Anti-Dumping 

The measures came into force on 8 July 2026 and establish definitive duties for an initial period of five years, calculated as a percentage of the goods’ customs value, unless subject to an interim review in accordance with EU trade defence regulations. Notably, the European Commission discarded any retroactive application of the duties on imports registered during the investigation phase. This decision aligns with the position advocated by ADINE, which submitted formal objections during the proceedings, arguing that the legal criteria required for retroactive collection had not been met.

The trade defence investigation, initiated by the European Commission in May 2025, concluded that imports of the product from China were being sold at dumped prices and caused material injury to the domestic EU tyre industry, thereby justifying the imposition of definitive protective measures.

Following the implementation of the regulation, ADINE recommends that importing companies carefully assess the impact of these measures on their logistical operations, properly identify the specific tyre manufacturer, and verify that all commercial documentation meets the technical requirements to qualify for the corresponding individual anti-dumping duty rate.

Furthermore, ADINE has circulated an information briefing to its member companies that includes a detailed analysis of the regulation, its primary implications for importers, a list of affected manufacturers, the applicable duty rates, and practical compliance recommendations. The association will continue to monitor the practical application of these measures and keep its affiliates informed of any regulatory updates or interpretive criteria affecting import operations.
