The long-running saga relating to the anti-dumping and anti-subsidy             - ched its conclusion, and the result for the European retreading industry is as good as can be expected.
It will be recalled that, following an action brought against the EU Com- mission before the European Court of Justice, which brought into ques- tion the legality of the imposition of the duties on Chinese truck and bus tyres in 2018, the Commission had been obliged to go through a process of recalculating those duties.
As a result of this interim ruling, no import duties had been imposed on Chinese truck/bus tyre imports since 9 July 2022, although the imports had been required to be registered during the recalculation period.
           - tion, with the result that, from 5 April 2023, all impacted imports into the EU were once again subject to the duties and no longer needed to be registered. In addition, the customs authorities now require impor- ters to pay the duties on the imports registered since July 2022, althou- gh importers will also have the possibility to request custom authorities to refund part of the duties paid since the implementation of the origi- nal measures.
In terms of reductions in the duties imposed on various manufacturers,          - tion of Hankook, who had their duties in terms of EUR/Unit reduced by just over half, the reductions achieved were relatively modest (Pirelli: 49.44 to 39.77, and Giti Group 47.96 to 46.81, whilst Xingyuan Group,          - tion at all).
As we’ve previously stated on this page, having to accept a reduction in tariff levels was never the optimum result for the retreading industry, but considering that at one point the full reversal of the duties seemed on the cards, the industry will now be heaving a collective sigh of relief.
