The Canadian International Trade Tribunal has initiated a preliminary injury inquiry into certain truck and bus tyres from China, following a complaint by the Canadian Retread Manufacturers Association and Michelin North America (Canada) Inc.
Inquiry Timeline and Next Steps
The complaint alleges that the two parties have suffered injury as a result of the dumping and subsidising of the tyres in question. The Tribunal’s inquiry, PI-2026-005, is being conducted under the Special Import Measures Act (SIMA), following the launch of dumping and subsidising investigations by the Canada Border Services Agency (CBSA).
The Tribunal will determine by 30 October 2026 whether there is a reasonable indication that the alleged dumping and subsidising have caused injury or retardation, threaten to cause injury, or otherwise meet the relevant definitions under SIMA.
If the Tribunal finds such an indication, the CBSA will continue its investigations and make preliminary determinations by 30 November 2026. Should those determinations indicate that dumping or subsidising has occurred, the CBSA will continue its investigations, while the Tribunal will open a final injury inquiry.
The Canadian International Trade Tribunal is an independent quasi-judicial body that reports to Parliament through the Minister of Finance. It hears cases involving dumped and subsidised imports, safeguard complaints, federal government procurement complaints, and appeals of customs and excise tax rulings. The Tribunal also provides advice on economic, trade, and tariff matters when requested by the federal government.
